The Bureau of Ships is responsible for the creation and tracking of all chapters and echelons within the organization including commissioning, changes of command, chapter upgrades, the occasional unfortunate decommissioning, and verifying the training and crew minimums required for all of the above. BuShips creates and publishes the Commanding Officer’s Manual and runs the CO Mentorship program.
